I carried out a survey over the phone which matches this description last year. From what I recall it was pretty detailed and took about 20mins. I'm not surprised at the low proportion of residents who took part, I wouldn't normally respond to a phone call out of the blue asking me to take part in a survey. For what it's worth, the results on the homepage broadly match my views.
