John, I reported this this morning. The tenants of these flats seem oblivious to the norms of dealing with household and garden waste. They put all kinds of rubbish out on the pavement on all days, week in, week out.The Council seem unwilling to take any action. They just take the rubbish away after it's been there for a week or two. Presumably they're terrified of being branded racist if they imposed fines or any other sanctions.Thankfully these flats are due for demolition before too long and this anti social behaviour will become someone else's problem.
