Acton Central Neighbourhood Police

Can someone explain the procedure in reporting an incident to Acton Central Neighbourhood Police?I was told by someone at their offices in King Street that they share desk space at Acton Police Station and to report it there. Staff at Acton Police Station have no idea what I am talking about. Given leaflet with their telephone number which is disconnecting calls.
