The plans by Catalyst Housing for Friary Park include the “joining up” of Friars Green, which is common land, to their piece of grass and the closure of the road which runs along the westside of the green in order to do so.  The plans also show a “new road” which starts just past Antilles House, just short of the green, and will run through the new estate, exiting by the current exit, The Drive, which is opposite Harry’s Café.  It is unclear what the purpose of joining up Acton’s Friars Green and removing the road.  Common Land cannot be built upon nor fenced off, so it serves no purpose in that respect.  We were initially told at the Catalyst workshops that the Council wish to open up the estate, but don’t wish for a rat run.  Currently the estate is “private” with no through roads, so no rat-running.  Closing the road that runs to the west of the green will mean the road which runs on the other side of the green and this “new road” will be used instead.  This will cause the following problems:  the road which runs on the other side of the green has its exit by the A40 slip road which sees many cars coming at some speed around that corner.  Additionally, cars will use the cut-through new road, across Friary Park, and rush hour traffic will back-up ON the new estate, rather than rush hour traffic backing up on Friary Road opposite the railway, as it does currently.  Furthermore, traffic coming off Horn Lane will want to take the new road through the estate to cut through to Friars Way, which means traffic will back up outside Harry’s Café, onto the proposed roundabout there, causing traffic jams.  With around 2,500 people coming onto Friary Park estate and CrossRail, plus HS2 up the road, I can see traffic being a major issue through their nice new estate.  We need someone to explain to us the purpose of taking the green to join up with Catalyst’s patch of green and in doing so, taking the road out of action.  Councillors?  Any clues?

Residents on Friary Park and in surrounding streets should have received the Catalyst newsletter outlining their plans for Friary Park and showing an artist's impression.  The literature was conflicting in areas and with previous statements from Catalyst, so the Friary Green Residents' Assoc, who have members on and around the estate, put to Catalyst various questions we'd like answers to.  Many of our members are unsure of their fate as tenants and many are too scared to ask their landlord.  Here are some of the questions:1. Timing and content of ExhibitionsUnfortunately the exhibitions are on consecutive days after the school holidays have begun. Many young families have pre-arranged to be out of London. Can there be a follow up exhibition on a different day of the week during August?Can there please be a 3D model of the proposed regenerated estate. Most residents have no training in reading technical drawings or artist’s impressions. Exhibitions involving extensive regeneration usually have an explanatory model.2. Rent and Council TaxOn all other Catalyst estates, rents have risen following redevelopment. Can you now tell those tenants who are scheduled to return to new apartments on the Friary Park estate whether their rent will rise, their Council tax will rise, whether they will have to pay for a parking slot unless they are disabled and whether their tenancies will be secure?  Residents are very concerned about information coming from Catalyst tenants on other estate suggesting considerable increases to their outgoings are inevitable. Please clarify. 3. Tower blocksAt every discussion with residents, Catalyst was told that tower blocks are unacceptable south of the North Circular Road. All workshop participants unanimously told Catalyst that they were not in favour of blocks higher than six storeys.We see that a 16 storey tower is proposed for private dwellings. Can the Consultation notes please reflect residents’ dissatisfaction with this proposal and their intention of opposing urbanisation of a suburban area? Can the Consultation notes broadly reflect residents’ concerns about the knock-on effect of these proposals on the streets surrounding Friary Park and further down Horn Lane?4. AllocationsWhat will be the allocations systems for the one bedroomed apartments?  A number of residents are suggesting that a kind of social cleansing will take place on the estate and that the most vulnerable single persons will be sent elsewhere. Residents would be interested to know plans for tenants with mental health or learning disabilities.5. Phase OneA number of households are scheduled to move during Phase One of the development. Where will they be going?  As they are mostly one bed roomed apartments, are those residents guaranteed a return to Friary Park?The brochure does not contain details of the proposed mix of apartments and houses. Can we please know how many studio, one bedroom, two bedroom, three bedroom and four bedroom apartments are proposed?Will all tenants scheduled to move retain their secure tenancies and can they have this in writing? Will those apartments not in Phase one be repaired while they wait for demolition, for five years or more?  Some residents complain of heating and damp problems. Will they receive repairs? 6. Public RealmThe road running by Friars Green still appears in the Artist impression. Is it now intended to remain?Where are the two promised central squares situated and what size will they be? How wide will the pathways be between the blocks?Where will the shadows from the tower blocks fall from sunrise to sunset as this will change significantly during the day?. Residents are concerned that the shadow will shift from the railway to the residential areas in the latter part of the day. Where will communal rubbish bins be stored?  How large will the storage area be?The brochure mentions two story blocks closest to Emmanuel Avenue.  Will these blocks face on to Emmanuel Avenue or will they face the estate as they Artist impression suggests?7. Emergency vehicle accessThe new density arrangements suggest there will not be access for emergency vehicles towards the inner parts of the estate? Can you confirm what the arrangements for fire and ambulance will be?8. Car parkingHow many disabled and regular car parking spaces will be provided?Many current tenants use a vehicle for work.  What arrangements are being made for tenants who will need a parking space to continue their employment? Where will the allotments planned for the estate be situated? Can residents know the number and size of the allotments?9. The DriveSome residents have heard a rumour that Catalyst has offered terms to people to leave their homes. Without revealing commercially sensitive information, can Catalyst please confirm whether an offer has been made to any resident to vacate their home and whether such negotiations have been completed?10. Emmanuel AvenueThe brochure shows two-way traffic on Emmanuel Avenue. Is this correct? Residents on this street ask for a guarantee that new buildings closest to Emmanuel Avenue will not be moved any closer to the plot perimeter than they are currently situated. The Artist’s impression is confusing.What is happening to the substation? At workshops there were suggestions that the substation would need to be larger? Is there an application to increase the size of the substation in the pipeline?  As no Environment Impact Assessment has been carried out, residents living near the substation have serious concerns, especially as some of them have small children. They are anxious to have clarification on this point.11. Friary GreenFriary Green is common land. The Deeds are held by Ealing Council but it does not belong to the Council. There are no possible rights for Catalyst to include Friary Green in any plan. The Green may not be included in the measurement of public realm for the estate. It may not be added to land owned by Ealing Council for the use of Estate residents. Please alter your notes accordingly. 12. Roofs of proposed four story blocksDuring initial discussions, Catalyst representatives clearly said that the roofs of all blocks would be flat, as they will obscure the views of the surrounding area. We notice that on the Artists impressions, the roofs are pitched. Which is it please? 13. Wording of the brochureThe brochure calls this project ‘a redevelopment’ which is a demolition. Previously, Catalyst has called the project regeneration’. Residents are confused by the change in terminology. Which is it please?The brochure says that all social housing on the estate will be replaced. Catalyst have clearly said that the town houses on Emmanuel Avenue and the sheltered housing at Antilles House are remaining untouched. Which is it please?Will the town houses and Antilles house be refurbished? They are not mentioned in the plan so is there a provisional date for this refurbishment?The artist’s impression suggests an extension to Antilles House is planned. This has not previously been mentioned. Can you clarify?What arrangements are being made for the protection of vulnerable residents at Antilles house from noise, dirt and pollution from demolition and rebuild?
