I think it's traders' rubbish and refuse put out at incorrect times. I litterpick our street once a week at least, in between refuse collections, which one shouldn't have to do but it's an attempt at getting my street clean. Why can't the Councillors be as proactive? It's right on their doorstep. Also, report it, for heaven's sake!
