garden rubbish and  car parts

well  18  bags  garden  rubbish  2 very  large white  bags  and  6 spare  wheels and  other car  parts  left  on  the  pavement  cant  get  up  or  down   ihave  repoted  to thr  council and  to  our  local  south  acton councillors  but  still  their  same  people from  the  flats  WHY dont  they  fine  them  terrible  just  terrible

Taking the P.However I did overhear a telephone conversation the other day as I walked along the street about someone having been filmed by the Council and fined for dumping waste (probably commercial).

Well now the whole contents of house ur full kitchen  bathroom  just dumped even the bloody ornaments just not on its next to carlsbrook house end of brouncker Tf

Where does it come from?  Is somebody running a gardening service and not disposing of the waste properly?
