Planning application Goldsmith Ave, W3 - no documents online

The Council having stopped letting resident know about planning applications nearby via letter, we now have to look out for "signs" exhibited outside the applicant's premises.  No room for error or unawareness there then!  So, I've gone onto the Council planning portal to look at the weekly application list.  Here is one that may interest those in Goldsmith Ave.  However, the plans aren't available electronically!  You have to apply in writing.  Absolutely ridiculous and not a fair democratic process me thinks.PP/2015/5089  Acton Central   PENDING    22  GOLDSMITH AVENUE  ACTON W3 6HN Change of use for existing outbuilding to be used as habitable accommodationhttp://gis.ealing.gov.uk/webreports/planning/planning_weekly_Detail_results.asp?txtPlanRefNo=PP/2015/5089

The owners of 4 Highlands Avenue have done exactly this. I did not receive any notification, and they have lawfully knocked down a garage and are building a "home/office" whatever that is.  However, the plans show that half the new build is kitchen and bathroom, so it doesn't take Sherlock Holmes to conclude that this is gong to be residential.  Also on the file is some advice from the Council in a letter that they should delay their application to convert the whole house into 3 flats until after this work has been completed.

This is not a planning application. It is an application for a Lawful Development Certificate. Effectively asking if it is lawful to use the outbuilding as habitable accommodation.
