The cameras themselves may not be faulty, there may have been decisions made first to only record when an operator decided there was an incident that should be recorded, then that they could not afford the operators. Modern high definition IP cameras can use extreme compression to reduce disc space and the amount of data transmitted, professional recorders can store vast amounts of real-time data on multiple discs, with over-write on disc full, with variable speed replay, but they are not cheap.
