Parking CPZ-K1 consultation

I have received a consultation from Ealing about Acton Central parking on roads adjacent to Churchfield Road.  It has been initiated by petitioners from Derwentwater, Stuart, Newburgh and Grove Roads.  It appears they want to extend the parking restrictions.  What are people's thoughts?

We had a second consultation on our CPZ.  I just happened to find out about it accidentally in casual conversation. I then went door to door to see who had had the questionnaire.  Lots of people. The papers weren't delivered to us.  Apparently they were found dumped somewhere.  It took a long time to get another lot out of the Council.

If there was merely a notice in the London Gazette in August (and who sees it at any time?) that doesn't surely count?I absolutely would have responded and so would many in Goldsmith Avenue. The fact that NO-ONE did, means it didn't happen in any way formerly known as a consultation.What I do not understand is whether those of us still in K1, have access to the longer-restricted new K areas. though I think I get the impression we do.Will basically b*gger the Churchfield Road businesses, won't it?

Thanks Paul.For at least the past year you've been able to park all day in roads up near Acton Central without fear of a ticket as the wardens stopped giving out tickets.  This has lead to congestion in the roads which then means residents vote for the all day zone. Make of this what you will. I often stop on my way home in the car to pop into the local shops on Churchfield Road, rather than stopping at Asda or Sainsbury's which has easy parking.  Am I going to risk not stopping somewhere with convenient parking on the off chance there's a stop and shop bay on Churchfield Road?  If I'm honest, probably not. Maybe I'm being too pessimistic.  Maybe there'll be stop and shop bays galore and it'll be better than it is now.  Here's hoping.

I don't live near enough to Churchfield Road to have been included in the second consultation, but I am amazed no one objected.  The first consultation drew heated views on every side and those people still live here. What happened I wonder?

I agree with Kevin that it was all rather opaque. Apparently there was a second consultation and no one objected so they will go ahead with the original plan which is to control parking during the day on the aforementioned roads.

They hope to have it done by end of November.They will transfer existing K1 to K for those in the affected areas.I /think/ that the new price will come in on renewal - i.e. no extra charge on transfer for long term permits.

Do we know when this is going to happen and how will it work if someone already has a permit for the shorter hours that doesn't expire until after this comes into effect?

The named streets and locations will move from zone K1 to K which means that instead of having parking restrictions for 1 hour morning & afternoon they will be restricted from 09:30 to 17:30 Monday to Friday.

I agree with LJ... I want businesses to thrive but not to the detriment of being able to park anywhere near my house and then being charged for parking all the same. I get in from work about 1730 and for the past 2 weeks without exception, I have had to park on yellow lines and have to make sure i am up and out on time or get up and move the car at the crack of dawn if I am working from home. Why should I pay for parking when I can not get anywhere near my house in Stuart, Newburgh or Derwentwater Roads respectively? I often work from home on Fridays, but am unable to use my car after 11am for fear of not being able to park when I've been out.

Hi Maire- just to be clear. It's not that I can't park in the evenings. I can't park near my house when I come home at 1pm with my daughter after nursey. I have to park on school lines and at  3pm have to leave her asleep in the house alone and go out to my car and find a space to move my car into because that is when one will become free. Effectivly I pay for the privilege to not be able to park near my house.More than often I am too scared to leave via car because of the nightmare I know I will face upon my return.  (So quite often I walk a 45 min round trip- good for the step count but not an ideal use of my time on a working day)

Does anyone know if there has been "notice of intention" advertised in the Ealing Gazette or Lamp columns with regards to a consultation on this yet?  None of the Churchfield road traders, who add to the fabric of the area and indeed whose livelihoods depend, have received the letter that residents which i think is rather disingenuous and maybe illegal.

There was the original consultation over a year ago - and then after 11 months silence - a letter last month saying the council was minded to impose 9-5 CPZ around churchfield road (K2) with no access to residents of K1 or K. effectively making it a completely separate and tiny CPZ.there have been representations. but I think it closes quite soon.

If there is a big problem as stated with people misusing the current pay and display bays in Churchfield Road, then we should ALL be pressing the council to police this area more.  It was also stated in the communication we received from the council that they would be looking to put in more parking bays to assist shoppers/ visitors.  In Birkbeck Road we already have approximately 20 of these bays so believe we have done our bit to assist shoppers and visitors.  Perhaps all the other roads off Churchfield Road can get at least 6 bays put in each road, it appears very few have any at the moment.  I believe that would assist a lot of shoppers who HAVE to drive, get parked, so that they can continue to visit our lovely shops we have in Churchfield Road.  There are other areas in Acton which I believe have restricted parking from 9am to 9pm 7 days a week.  Perhaps this would help us residents and along with all those extra parking bays being put in would help shoppers and visitors.  Unfortunately for us in Birkbeck Road very few houses have the space to drop a curb and park off street.

Well I think you xan do something about the outcome. You xan respond yo the consultation. I have every sympathy with the residents of Stuart, Derwentwater Grove and Newburgh who want to park when they get home at night. Is the proposed solution going to help?Making life complicated for people trying to shop eat and have their hair done on Churchfield Road won't make parking any easier for peopke getting home after dark in my view.What about responding by saying you want something different? But do respond.

I don't think you do have to pay for the privilege Carl. If your car is never there, you don't HAVE to get a CPZ pass at all. Of course, if it is sometimes there - when you are away on holiday for instance - then you do...but then you are getting something for your money. It's certainly not compulsory.I think one of the main problems is when everyone who does have a CPZ pass is around - which is why evenings are really difficult and are not going to get better with these changes....which I hope don't happen in all their ramifications.Meanwhile, I have printed the form for a dropped kerb - that will remove two parking spaces from the general pool - which I am unwilling to do but see no alternative if this goes through. I imagine that is the case for those of my neighbours who haven't already paved their front gardens.

Kasia, I am a resident as well as a small business owner, we live in Woodhurst Road which I can rarely park in the evening if we have been out and will become as bad in the daytime once the new restrictions are in place. We both have the same frustrations but for some of us it is also our livelihood as well.Yes businesses in other areas cope, but there needs to be sufficient provision for visitors to the area to be able to park otherwise they suffer.

The car park behind Old Town Hall/Swimming Baths is not very full, depending on what time in the day that is. I pass it every day in the morning-about 9.30-10am and it seems pretty empty, this can be used for people who come and shop, or go to the hairdresser.

Hi a Kevin. It's a very difficult debate. I agree, small businesses like yours may suffer if some roads will get the parking extension. On the other hand, there are restrictions all over the place in Ealing, Chiswick, Sheperd's Bush and Hammersmith areas and small businesses are coping.Put yourself in the resident shoe's, we are paying for parking permits to be able to park where we live, but we can't and everybody else can for free. It's not fair.

The idea of introducing 2,3 or more restrictions a day won't deter some people. It's a norm in Birkbeck Road for people to sit for an hour in their cars and then just go and do what they do. Also, traffic wardens don't come during the restricted hours so people just park and go as they know they will not get a ticket.

I didn't quite appreciate how bad the parking is during the day until today.  I have struggled to park in the evenings when coming home late at night (after 9pm) and have had to drive round a few times to find a space on Stuart, Derwentwater or Nuburgh Roads.  I assume there are too many cars with permits for the spaces - does anyone know?  I had to go out earlier and could not park when I came back which has to be a result of the Oaks parking going.  There are 1 hour bays which I had to use and then move from.  I think people using the CPZ bays are leaving their car for much of the day so of course they would opt for no cost vs paying to park.  I think the only solution in the day is to have residents parking 9-5 at least but also to put in more pay and display bays near Churchfield Rd for people who come to shop here.  Does anyone know if the car park behind the Swimming Pool is full?

Am I the only person who gets no benefit whatsoever from CPZ and have to pay for the privilege? I leave the house at 6:20 a.m. and get home at 7 p.m. I'm sure lots of other people must leave before and return after the CPZ hours and not take their cars to work. I think perhaps that's why some people were keen to reduce the time to the minimum in order to save on annual fees. Until the CPZ covers weekends, I'm not going to see any value personally.Aside from this I appreciate the argument from local business.Carl

We have a lot of clients coming in from Chiswick, Ealing, Shepherds Bush and beyond and many of them drive, which is their choice. If you don't want to use public transport, which depending on where you are coming from could involve several changes and different modes of public transport, then they will go elsewhere if there are insuficient pay and display areas, as I said before the ones we have already are badly policed so certain people use them as their personal car parking space.Churchfield Road is already a 'Dogs Dinner' as far as parking goes, there are 3 different types of parking restrictions for visitors depending on where in the Road you park!

The Churchfield Road traders are really worried about the effect this will have on their businesses - they seem to think it will be profoundly threatening. And we all lose if they stop trading and Churchfield Road is diminished from the growingly vibrant commercial street it is now.And I suspect a change in the hours may not help as much as is expected: the houses are not big and many of them have more than one car. If it's anything like round our way, there will be dreadful pinch points in the evenings when all the residents return - all allowed to park but increasingly hard to find spaces.

Whilst I do appreciate the frustration of not being able to park outside your own home, especially when carrying shopping or young children, and totally understand why residents would vote to lengthen the parking restrictions, I have never had a problem parking when visiting the local shops etc. I drove down Goldsmith Road today at approx 1pm and there were lots of spaces. I returned up Grove Road an hour later and, again, there were a few spaces. I should imagine that Grove Road is probably more busy generally because of the gym. If the argument is that people park up for the day (market traders or commuters using Acton Central), would it be possible to have three lots of restrictions say, 9-10, 12-1.00 and 3-4.00pm rather than one long one? In that way people would be constantly on the move and residents would not be deprived of their spaces for the whole day.

Speaking from a small a small business on Churchfield Road point of view, it will potentially be disastrous for us, we often have clients who can be in the salon up to 3 or more hours, where are those who drive in going to park, now that the Oaks Car Park is no longer there and the few stop and shop bays are not policed efficiently, the only way it will work is if the roads are permit holders or pay and display.

I don't think those people who pushed to get the parking restriction hours reduced to just 2 hours a day had a second thought about how that impacted on us in the then K zone.  It has been absolutely awful.  Someone suggested that the hours be extended to cover 8.30am to 6pm including Saturdays, residents in Birbeck Road would welcome those hours.

It's nearly impossible to park on Birkbeck Road during the day and forget weekends! Some residents have 2 or more cars and are basically paying for everybody else to park for free! There is a car park at the back of Old Town Hall, various roads have pay and display meters, anybody who wants to come to Acton, can pay to park like the residents with cars have to. My proposal is to extend permit hours from 8.30am to 6.30pm even 7pm including Saturdays.

The current K1 CPZ is NOT working for a number of streets within the zone. As a resident of Stuart Road, I am frustrated to be paying for a permit when frequently I can’t park on my street, or on one of the adjacent streets - Newburgh and Derwentwater at ANY time of the day. More often than not I have to drive back onto Horn Lane and park in a side street 5-10 minutes walk from where I live. Close to what the council describes as the "Town Centre", Stuart Rd is used for parking by shoppers, market traders (with their large vans and lorries), estate agents, faith congregations and by people visiting local restaurants and pubs. Goodness knows what it will be like when the Oaks development opens and drivers decide they don't want to pay for parking in the car park.                        If some of the lucky people who live in streets within the proposed K2 zone don't feel they have a problem parking, please don't scupper the chances of my street having an all day permit.  Perhaps you could instead suggest that the new zone K2 should be smaller and focus on those streets at the Horn Lane end of Churchfield Rd.

Can I ask all of you to send a note to your Councillors stating your views? It need only be two sentences and should include you full name and address. A similar restriction has been agreed for Pitzhanger Lane much to the dismay of local business. Not enough people voted against the new restrictions. Simple as that.

I thought it was a clever idea, Vlod.According to the letter, one of the problems is the Oaks development - which local residents always said would be exactly the case. So annoying.I wouldn't mind so much if the reciprocal nature of one zone divided for convenience was retained. But effectively they are now three separate zones. And there has been no consultation about that. Is it even legal?I have (of course) written to our councillors already. One certainly didn't seem overjoyed to have heard from me! Can't think why....

K1 is my doing. Back in 2008 when there was a consultation about extending Zone K north of Woodhurst Rd, the results showed most people in favour of extension but wanting limited operating hours. So K1 was born, with K and K1 permits accepted in both areas. When residents saw K1, it pleased them and K residents coveted it and it was extended to all area north of the High St (I was gone from the council by then). This was going too far, as south of Churchfield Rd and in Newburgh/Stuart/Derwentwater Rds, there is parking pressure driven by High St shoppers, so all day restrictions make sense, something that will be even more obvious when the Oaks development is occupied. Of course, streets of Victorian terraces were not built in the expectation of at least one car per household, so even 24 hour restrictions will not solve parking problems; they can only address some of the worst symptoms of it. There's no point haranguing council officers. Your councillors can stop all this nonsense by rejecting K2. You know where to find them.

It's a ridiculous proposal!! Parking is a nightmare ALL the time around these roads as the density of people in a small space is so high and there are so few driveways, come at 8pm or on the weekends or even 1am and try and find a space on Grove Road, Newburgh Road, Derwentwater Road!How will splitting the zones during the day help? it will simply stop locals parking and shopping locally.  The proposed zone k2 (currently zone k1) is not a commuter area.People stop in and around Churchfield Road as opposed to the high street for convenience.  It's going to serve to damage churchfield road businesses. Who is going to want to stop in for a lunch bite.

I think this is outrageous: K1 people can no longer park in K2 so we are paying the same amount as before but able to park in only half the streets.Plus the K2 will overflow into KI.And at the moment, it's wholly fine during the day, the only time it's difficult to park in my street is at night - but if the previous poster is right, that's going to get much worse.So more people will concrete over their front gardens - which is ecologically disastrous - and leaves almost nowhere for those of us who won't do so to park overnight.The person responsible for this daft decisions is Abdur Rashid and his email is rashida@ealing.gov.uk

Had another look at new times.If a non permit holder in Zone K and K2 comes home between 4 and 5.30 the only free parking near by is in Zone K1.So K1 becomes the over night parking by choice .How long before K1 want extension to 5.30 .

There may be some displace parking.If a non permit holder comes home between 4-5 pm the only free parking is in K2 .So K2 becomes the over night parking by choice.

I just phoned the council about the introduction of K2 to ask if K1 visitor vouchers could still be used in K2 roads when it is introduced, but they knew nothing about the introduction of K2 so couldn't help me! [sarcasm] Nice to know people in the council talk to each other isn't it? [/sarcasm]

and the results are published.Council to split K1 into K1 and K2 - with the border below Shakespeare Road (but including Stuart Road).K2 will be 09:30-17:30 (K1 stays as 9-10 and 15-16).Another big change is that K1 permit holders will not be covered for K.

I think the 9-5  all day zone extends to other roads north of churchfield rd as well,  but I'm not sure exactly which area,  as the lights went out during the ward forum (literally) and it was difficult to follow a verbal description of the area affected without seeing the map.

Just those roads I hope. Much of K1 works fine on two hours a day to deter commuters and doesn't inhibit the Traders of Churchfield Road. Certainly Goldsmiyh Avenue is at its most congested for parking after 2100 most weekdays.

Good news for the car driving and parking residents of Stuart, Newburgh and Derwentwater Rd's .  At the acton ward forum last night it was noted that the councillors and council are recommending  amendements to the CPZ hours to change parking restrictions on  these roads  to all day 9-5 Monday - Friday. There are further administrative processes  to go through  but it its likely the CPZ will change on these roads in May/June 2016.

I live in this area and when I come from work at about 6pm - it is often impossible to park. It is NOT just evenings. Fridays are terrible for parking and Saturdays too. I'm glad it's worked for other areas but for these 3 roads, it most definitely has not. Please support the change.

Disagree. I tried parking on Derwentwater Road at midnight last night and there was no parking available, nor was there at 5am this morning, how is additional zoning or parking restrictions going to help here.  There are so many properties (add Churchfield road) and too few spaces space that if everyone applied for a new parking permit (add ones who don't have one under reduced timings) how will additional zoning or timings make a difference?  We need to reduce the number of cars!

Agree with every point Alison.Just like to add, that properties on the Park side of the railway crossing, most of whom have off street parking and don't need to pay for permit, park in the streets mentioned. I know this as a family member is one of them.Sorry Sis, the walk will do you good!

Just a reminder that the consultation about the  Acton Central K1 zone closes on the 17 Nov.The current K1 CPZ is NOT working for a number of streets within the zone. We believe that Stuart Rd, Derwentwater Rd and Newburgh Rd should have their OWN NEW zone.These roads are the closest to the "Town Centre" and are very congested throughout the day and the night. They are used for parking by shoppers, business users ( e.g. market traders and estate agents), by faith congregations and by people visiting local restaurants and pubs. As a resident of Stuart Rd it is frequently impossible to find a place to park at any time of day or night. This is likely to get worse with the Oaks redevelopment which will increase parking demands. I have asked the council to consider giving these roads -  Mon - Sat all day parking controls. Please support this!!!

We're doing pretty well up in Baldwyn, so it looks as though there are two camps. Those nearest the high st shops and those further away. Maybe the zone should be split in some way?

I will support change. Impossible to park and with a baby and a child it is often hard work to park away from my house and carry sleeping toddler and a baby... Which one do I choose to leave in a car parked away from my house? I try to carry both, but I'm Not supermum.Also- the amount of people that drive to pick up their kids from their 'local' school is an eye opener. It seems as well, that the traffic enforcement staff don't move them on despite the fact that I pay to have the ability to park at that time. Effectively I am paying for privilege of not being able to park near my house at 3pm unless I have already parked ahead of time..... Rant over.

It is also a total nightmare trying to park in Birkbeck Road since our residents parking was reduce to 10 hours a week.  I strongly recommend that we go back to the old times and possibly add Saturday.  There is sufficient pay and display bays in our road to allow shoppers to park.  What is the point of paying £52 a year when you just can't get parked in the road.

I have to disagree here. The residents of Derwentwater and surrounding roads have been campaigning for the times of our 'residents' parking to go back to the old times for a while now. Parking on our road is a nightmare, as we are the closest to the high street, morrissons and the oaks and a number of estate agents also park on the street. We get 10 hours of residents parking a week but yet we pay more for it than when the scheme was first introduced, it is a joke! The only time I can park on my road is between the hours of 3-4. We drastically need a change.

K1 has worked very well for Goldsmith Avenue - the only times its difficult or impossible to find a parking space is mid to late evening when people come home - NEVER in the middle of the day whether its a restricted time or not.It would be wholly unnecessary to change it here.I would hope it doesn't change in much of the area around Churchfield Road as we have a number of new businesses whose trade might well be considerably inhibited by more stringent restrictions. At least that what they said before the last change.
