High Street Tonight

A group of 3 Romanian ladies were trying to hand out rings this evening on the high street. Does anyone know what this is about? They approached a gentleman holding out a gold ring and he declined. I've seen a similar occurrence in Paris where they try and give you a ring and then proceed to pickpocket? It was just outside the George and Dragon pub at 6pm this evening.
