Civics  question

As a new citizen. I have  a basic civics question. What is the process for electing/choosing the Ealing Borough Council Leader. Is it public? Or internal? Is it possible to have a 'motion of no confidence vote'  while they are still serving?

Yes, the council leader can be removed by a vote of the full council. The problem is that it needs a majority - and labour are not going to play ball...
