Scandal of 7,500 empty council homes

But the borough claimed the figures were misleading as it had undertaken one of the biggest housing regeneration programmes in London.

Does that also take into account,tenants sub letting,keys being exchanged,home owners also occupying properties belonging to Council or housing associations?

They have given land to developers, removed the tenants to other far flung boroughs and cities - e.g. Birmingham, not always with the same tenancies,  not replaced the sheltered housing on some developments, compulsory purchased the leased properties and not given the lease holders the market values of their properties and think they have done a good job.
