You should check out the regulations if you are thinking of doing any paving as this contributes to flooding if it is not permeable and because of the floods that we had and are likely to have again with increased rainfall the law changed. https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/7728/pavingfrontgardens.pdf

No it is very short-sighted but I suppose the idea is that it just pushes the costs and bailing out onto another agency.

Yes Philippa, this does not sit well with Ealing council officers telling people to concrete over their gardens in order to take the wheelie bins.
