Are you concerned about the lack of facilities, or the lack of abilities to start a business and use the space? We exported the jobs, expertise, and even the machinery and tools, to parts of the world offering cheap labour. Anyone wishing to start a business must compete with the rest of the world to serve a need, perhaps on quality, price, and service, perhaps re-learning old skills without anyone to teach them. My grandfather had to teach himself mathematics by studying books, then learn engineering while working for Napier, where he became the unofficial problem solver, before starting his own engineering company in Chiswick. His old foreman at Napier was given the boot for letting him go immediately after he left.
