I think a lot of the mess and confusion over rubbish disposal is because throwing stuff away has become too complicated. What with blue bins, black bins, green boxes, pink bags, food caddies and the rest, collected on this day or that, from somewhere on your property close to but not actually on the pavement, by a range of different private contractors, with online only access to communicate with the council, it just isn't easy to get rid of stuff. And it should be easy, or else people will just ignore the complexities and find simpler solutions we might not like, such as putting their bin bags by a convenient lamp post or their drinks can on someone's wall for want of a litter bin that isn't overflowing. The council now seems to be so locked into its complicated bin policy that it's ignoring the realities of what's happening out on our street, having given up cleaning them, preferring to blame the people who live there for making a mess.
