Black bags left bins not used

Many people today on our street did not use their bins and left back bags of food etc same block of houses  did try to report it on line but the system does not  do it anymore so had to phone  but why does people not do what they ask I know it's ideal but we have no choice

Still waiting to hear what the Council has done about Landlords/Tenants/Waste collection.Adequate space for bins inside and out needs to be allocated and RETAINED.  Why is this so difficult?  Why can't Council departments communicate with each other?  Why aren't planning restrictions turned up by solicitors' searches?

I rang the council to report 60 flats that had not received wheelie bins . They told me to go online and fill out a six page form including whether I was White British etc ( what has that got to do with rubbish collection). They promised to respond within 4 days but as usual with Ealing council you never get a response . Someone should be made accountable and resign over this unsightly mess !

I think a lot of the mess and confusion over rubbish disposal is because throwing stuff away has become too complicated. What with blue bins, black bins, green boxes, pink bags, food caddies and the rest, collected on this day or that, from somewhere on your property close to but not actually on the pavement, by a range of different private contractors, with online only access to communicate with the council, it just isn't easy to get rid of stuff.  And it should be easy, or else people will just ignore the complexities and find simpler solutions we might not like, such as putting their bin bags by a convenient lamp post or their drinks can on someone's wall for want of a litter bin that isn't overflowing. The council now seems to be so locked into its complicated bin policy that it's ignoring the realities of what's happening out on our street, having given up cleaning them, preferring to blame the people who live there for making a mess.

Noticed yesterday (our black bin collection day) that some hopeful local residents were still leaving out a green box full of bottles and cans, despite having a blue bin sitting outside the house! Can't win with some folk...

Having not had our recycling collected last week - apparently because our bins were not on the pavement (which they're not allowed to be and anywhere else on the property blocks entry/exit) - I have just manhandled two giants bins of two weeks of rubbish from four flats and blocked in our fellow residents - I hope that the bin men come early enough or we'll all be hopping over the front wall to get to work in the morning. And I've discovered that while building 1 gets weekly collection on our street, the rest is fortnightly. Even though building 1 only has three flats. The mind boggles at this ridiculous system. All of the bin rage.

The contractor/collector of rubbish will have a computer programme that sets out in tablets of stone the quickest and cheapest way of collecting waste from all the properties in Ealing by street address.Each refuse vehicle will be given a sheet each day from which properties to collect waste.If the waste is not in bins their instructions will be not to collect it as it is the residents responsibility to put it into the bins.  And if the street is not on this list likewise it will not be collected.Simple.Reported dumps should be collected by separate dump vehicles.Problem:The computer programme is defectiveThere are not enough dump vehicles or staff to collect missed collections.How to solve the problem:The leader of the Council and the chairman of the committee responsible for heading up the change need to get together in order to sort out the mess.Conclusion:Sorting out the problem is going to cost al lot of money.Who is going to pay for this:Not the Labour Administration but the residents who pay their Council Tax.

Our entire street is Victorian terrace conversions, we have been switched to the fortnightly collections so clearly this is nonsense.

Thursday was our collection day, in some front gardens there are STILL piles of black bags, obviously the residents are not going to bother recycling into the new wheelie bins. This will no doubt make our local rate very happy!I heard of one resident who refused the wheelie bins and who is now depositing rubbish into neighbour's wheelie bins!Whatever next?Then someone dumped a black plastic bin in the street, now filled with black bags and rubbish. ignored by the bin lorry yesterday. Charming!

Are they officially flats? Happened to be abe to watch the bin men yesterday. I think they tried to sort out a situation of a flat with no collection because the entrance is at the back of the house which was optimistic but then threw a neighbour's bin (we have too many steps for wheelies) into the back of the collection vehicle presumably with the waste...

My road's front gardens are brimming with black bags. Its not for lack of information but lack of collection. A fortnightly collection might be fine on roads where there are houses but on roads where its primarily flats (mostly with tenants who don't give a flying f), the fortnightly collection is a nightmare. There is no space for the bins (should they ever be delivered, who knows) and there is rubbish everywhere. One building managed to get theirs collected by basically blockading the pavement with their bags - rubbish collection team drove over, picked it up and left the rest of the street as a stinking pit.I have been venting my rage at Julian Bell on twitter (I'm @adulescent if anyone cares to join in) but other than asking for my address to have it collected, nothing has happened. Rubbish is still where it was and my once lovely road now looks like a ghetto.THANKS EALING.

Many front gardens have piles of black bags full of rubbish locally, I think this was because residents were unaware that collection day would be normal after the May Bank Holiday, the council should have circulated this information beforehand.These bags of rubbish will not now be collected for another week!What a shambles!

I do. Bin space should be factored in. Agents should be instructed to inform tenants of the waste and recycling if the landlord isn't.  This is why all landlords need to be registered. I'm sorry if you are a responsible landlord but unfortunately as usual the minority of irresponsible landlords are giving all landlords a bad name.

We have accepted that we have to have wheelie bins and that the collections for rubbish are every other week, but across the road they are all flats and don't have wheelie bins and are supposed to use black bin liners. But if they only collect rubbish every other week we will have trash in bags on the streets for two weeks, encouraging foxes and rats and it is just nasty to have on the street.How is this a better idea? It's a complete farce.

Does anyone else think that Landlords should take some responsibility for their tenants not understanding rubbish and recycling procedures?  They are after all making money from the tenants, so shouldn't the council be pressurising the Landlord into taking some responsibility for making sure the wheelie bins are suitable for the tenants needs and the space available and explaining the (new) system.

Whichever numb nut at Ealing council that came up with this needs their face burying in a bag of rubbish that's been sweltering in the sun.I live on a road that is all converted Victorian terrace flats - I don't know if we'll get the monster bins as there's only small spaces in front of the buildings and the poor basement flats will lose all natural daylight - but the smell from PILES of black bags on the pavements from just over a week of rubbish bags is revolting. There's at least 3 flats per house and pretty much zero-to-no have food bins so you can imagine the stench. I await a plague of rats and foxes.BRAVO EALING COUNCIL.

Ripped open black bags all over the street here. Just walked past a couple of 10 year-olds playing catch with a used sanitary pad. I hope the council is proud.

it has just taken me less than 2 minutes to order a new Food recycling container through the council website. There is a wheelie bin option too.

Well done Richard.  That is so much better than watching them being spread even further along the street and getting more and more irritated by the situation.  I'm sure the Council is overloaded at the moment. Has everybody got their bins that want them now?Yes, there was a Calendar of Collections and an updated information sheet on Wheelie Bin Recyclables in that letter but it was quite a few weeks ago that it arrived here.  I've just taken the calendar out and stuck it on the fridge too. The Council do get brownie points for having a specially printed envelope with wheelie bins on the front!They don't want carrier bags and plastic film.Yes, there are a group of people who could do with help getting the new system up and running in their lives.  They need information.  I suspect not enough info went out with the wheelies for the number of different households involved.  There is quite a lot to get used to.  It is being woken up to a change in a system and getting information that increases any recycling rate - not bins!

Our neighbours left a load of bin bags out that were attacked by foxes.  I contacted the council but could tell by the operators tone that nothing would be done so later I called round my neighbours and explained the new system to them (they didn't seem aware at all). They immediately removed the bags - and hopefully will be on board next week.This is probably a far more effective route than going thorough the council!

You are right Kim,sticking to the calendar is vital.Our blue recycling bins and the food waste ones were  emptied today, according to the schedule.Fortnightly collections are far from ideal but this is the current set up and I don't see any other solution than sticking to it, if you want your rubbish collected.Using the food bins is fairly important now, since the rubbish is collected every 2 weeks.

A few weeks ago we got a flyer with a calendar showing clearly which bins goes out on what day. Also what to put in each bin. I am very proud of myself for actually sticking it to the fridge rather than burying it in a pile of recycling paper.We never got our bin but my neighbour and I are happy sharing her 2.

Yes, that's right. Luckily food waste bins are collected weekly.

Food waste bins are weekly collection.  Hurray - it means the wheelies won't be smelly and food waste bins are a lot easier to clean than wheelies!

Hi Jamesaccording to the schedule today was recycle day and food waste day on Birkbeck road while rubbish collection is next week. I am sure that even properties that were were deemed unsuitable for wheelie bins, will still get a fortnightly collection, not a weekly one. So I assume that black rubbish bags won't be collected until next week.That is how the new system works unfortunately.

The system's a bloody mess. Here on Birkbeck Road our block of six flats wasn't given any bins so all the black bags were put on the pavement and have not been collected this morning. Have contacted the council but you can bet nothing will be done immediately. Foxes will have a bloody field day!

Bin lorry not been yet - but first day of the new system and of the 60 or so houses on the road, 11 have put out the wrong bin or both bins and 15 have not moved any bin to the front of the property (some are still sealed).On the plus side - very few (maybe 2) black bags were put out.

Same on Twyford Avenue this morning, black bags everywhere, few food caddies, wheelie bins sitting on the drives still sealed with green boxes on the road. The AirBnBs and illegal HMOs and flats struggling with wheelie bins which are too small. Will we have to put up with the black bags on the street until next week? So much for LBE's communications.

They are all over the streets here both colours.  I don't know whether it is because people didn't know which collection it was going to be (you can get an SMS message) or smply that the small terraces are too small for these very big bins and they cannot be manoeuvred easily so both have to come out to get the right one out.  Also loads of black sacks - some fro last week which are still there and some from today.

I wish we had a bin - black or blue. Big zero for us. Have complained via Gary Malcolm, and direct to the council using their form. Not holding my breath, as they are now 7 days overdue.

Yes, people round here seem not to have grasped the new system yet. It was blue bin collection day, yet the roads were littered with hopeful piles of black bags...Our blue bin was duly emptied - then left out in the middle of the public footpath, despite having been taken from inside our gate, and despite it being clearly labelled with our house number. Complaint no.1 made to the council. I'm sure it won't be the last!
