I think that the council could insist that overgrown hedges are trimmed back to the property boundary (and in some cases they almost totally block the pavement).Parking is permitted  between the marker lines, which in some areas includes a tarmac area between the pavement and the traffic lane.Who is responsible when vehicles are parked well past the line (not just the odd inch or so) and on to the pavement? Traffic wardens or the police?I am not obese, my clothes usually tolerate being dragged through a hedge more than most, but if I am not able to walk between the property boundary or an overgrown hedge and a vehicle parked on the pavement then a buggy will not get through either.

If the property owner does not comply then the council should cut them right back and make the landlord pay. Unless it is in the terms of the contract that the tenant maintains the garden then the tenant should pay. It should also apply to tree branches.

You can report problems to the Council on the Council website:www.ealing.gov.uk  On the front page "Report a problem".Unless it is a Council street tree then I guess it is classed as a "pavement obstruction"

Well said Christopher. Ive nearly scratched half my face off on brambles sticking across the street.That also goes for the wheelie bins. Its actually an offence (highways act) to leave them on the street (blind people/wheelchairs/prams etc may not be able to get past or trip over them) and yet people with plenty of space on their horrible (unfortunately no rule against that)concreted front gardens still leave them out on the street.Selfish people are everywhere alas and if you tell them you get a mouthful.

Yes Nina, I havs to agree with you there but these absent landlords should be held responsible for the state of their properties. I shan't hold my breath!

Jean, unfortunately there are very many landlords who don't care a damn about their tenants, let alone the hedges and shrubs!

It is not just rented properties where hedges are overgrown, surely home owners and landlords should take some responsibility and keep hedges trimmed. Is it too much to ask?Whose responsibility is it when absent landlords rent out their properties but are totally unaware what state they are in?

I agree with Nina that when homes are rented out there often doesn't appear to be anyone taking responsibility for the cutting back of hedges and trees overhanging the pavement.

Couldn't agree more about overgrown hedges and shrubs.  Properties in Churchfield Road are pretty bad - have almost got scratched in the eye several times.  Suppose the problem is that many of the properties are rentals and no one seems to have the responsibility for trimming.
