You can probably assume that about half of the people at the exhibition worked for the developer and the communications people they employ to run these sort of events. Of the rest some may simply have been lost and popping in to ask for directions.The Council must take the main blame for this - developers are going to do what they can get away with and they may not have broken any laws. At the early stage of the process the planning department still have the power to make it clear that they expect a genuine attempt to be made to inform residents.Councillors cannot be exempted from blame either. An allowance is paid to them to be on a planning committee and to not attend a meeting when such a major project is being discussed is inexcusable. Well done to Kate Crawford for seemingly insisting on being briefed on the scheme - shame on the other Acton councillors and planning committee members who didn't bother.Even then, although I am aware that councillors can't take a political view on a planning application if they are aware one is taking place they should be shouting about it from the rooftops if their constituents are generally unaware.The local media has also let people down. It is their job to frustrate the intention of developers to sneak through applications like this. Apologies if I missed it but there doesn't seem to be any coverage either here or the Gazette of the original consultation. This is partly redeemed on ActonW3.com by the current coverage of the story but the Gazette apparently hasn't even mentioned it which is simply laughable. You simply lose any claim to be a genuine local newspaper if you are not covering plans to build a 36-storey building.

I think I had seen a reference to a South Acton newsletter as well (it is also in the ActonW3 story) but it is not in their "STATEMENT OF COMMUNITY INVOLVEMENT" document.It says:"Local EngagementPublic Exhibition (10 March 2016)3.3 In line with the Council’s Statement of Community Involvement (2015), a public exhibition was held at the Holiday Inn Express Park Royal on 10 March 2016 from 3pm to 8pm. This venue was considered most suitable due to its ease of access, close proximity to the site and North Acton tube station.3.4 To publicise the event details, the time and location of the Exhibition was posted on the project website (see section below) and flyer invitations (Appendix 1) were posted to 3,679 addresses in proximity of the site on 25th February 2016 – two weeks in advance of the event. The exact distribution area for the coverage of these invites was agreed in advance with Paul Ricketts at LBE (and is attached at Appendix 2).3.5 At the exhibition a number of boards displayed details of the site and its background, the draft proposals and design evolution, and the next steps.Representatives from the design team were on hand to answer any queries.Copies of the exhibition boards are provided at Appendix 3.3.6 Visitors were asked to fill out questionnaires with details of their views on the proposals (Appendix 4) and to provide their contact details should they wish to be kept up to date with the progress of the scheme. The questionnaire also had a freepost address to allow attendees to take them away and complete and return them in their own time3.7 In total, approximately 20 people attended the exhibition. Many attendees took the opportunity to discuss the proposals in some depth with the members ofthe project team. Attendees debated a range of issues relating to the proposal and the site, many of which were also later submitted with their comments cards. These are set out further below.Project Website3.8 The project website (http://theportalgypsycorner.info/) went live on 22 February 2016 initially providing details of the date and location of the proposed publicexhibition (and a copy of the invite flyer) along with a contact email address to provide further information on request.3.9 Following the public exhibition event the website was updated to incorporate details of the emerging scheme proposals (including site context, public realm, transport, design principles and next steps). Copies of the exhibition boards were also made available to download from the website for those unable to attend on the day....3.11 A total of nine attendees completed the questionnaire at the exhibition and afurther 4 completed the online version.(the results are in the document)...3.12 In addition to the responses outlined above, a number of attendees also provided more detailed written comments. The key themes from these comprised:- Acknowledgment that the scheme responded to the proposed scale of development in the North Acton area;- Support for the mix of residential units;- Concern about the height of the tower block;- Need to ensure a good proportion of sub-market rent homes;- Concern about distance to neighbouring buildings;- Support for the provision of high quality residential units;- Support for the public realm proposals generating interest in the area;- Concerns regarding GP and dentist provision locally;- High level of support for the provision of commercial and retail uses; and,- That the commercial/retail units should have active street frontages; 3.13 On 18 April 2016 the emerging proposals were presented to Cllr Hitesh Tailor and Cllr Joanna Dabrowska (with Paul Ricketts also in attendance) at a separate meeting held at Ealing Town Hall. Other Acton Ward and Planning Committee Councillors had been invited to attend but were unable to.3.14 On 3 May 2016 a meeting was also held with Cllr Katherine Crawford to discuss the proposals.3.15 The meetings with the above mentioned Councillors raised a number of points as follows:- Support for a mix of residential units and sizes;- Support for the provision of active commercial uses at ground floor level;- Support for the innovative salary-linked approach to providing aproportion of discounted market rental units within the development;- Interest in the quality and appearance of materials to be used; and,- Importance of the public realm proposals linking into the existing and emerging spaces.3.16 The applicant team have also met and discussed the emerging proposals with owners and operators associated with the following surrounding development sites:- Six Portal Way;- Perfume Factory; and,- Holbrook House;"
