The reason is shopping habits have changed, particularly amongst the affluent, whom Waitrose target market is. The big monthly shop has long gone for many, with people popping in 2/3 times a week to top up. A Waitrose 'local' might have worked but the council probably wanted a large store to corner the new Oaks and provide enough footfall for other shops in its shadow to thrive.
