enormous black pole on Gunnersbury lane

Does anyone know anything about the extraordinarily ugly and huge black pole that has suddenly appeared in Gunnersbury Lane on the pavement outside Heathfield Nature park.  There has been no local consultation even though it totally dominates the view.  There are two covered boxes on either side.  What is it? And which official body is responsible for putting it there?

Looks like an industrial chimney. If it's a phone mast then maybe it should be next to the nearby one rather than  outside a school and blighting a park.

I'm pretty sure it's a mobile phone mast.
