Ealimg Council Garden collection Charges

Just received my notifications from Ealing  council that I will be charged for 16 / 17 and 17/ 18 in April 17 How come a Direct Debit was not initiated at the time in 2016 as it was supposed to be ! If they failed to collect  in April 2016 this is not my problem and do not want to pay such .

I pay by Direct Debit each year and the Council take one payment. Would be worth double checking that they did take the payment last year.Also noticed that the price has now increased to £75 per year. Am stuck with it as I don't have a car.
