Cloister Rd serial criminal fly tipper on CCTV

See CCTV here https://youtu.be/3J_LFO_XYuwFootage clearly shows a middle aged while male entering the lane from Cloister Rd at 10:45am on Tuesday 11 October 2017. The criminal was wearing a dark navy blue pair of Adidas trainer pants, grey garden gloves and a dark navy blue fleece. He proceeds dump waste towards the Cecil Rd end of lane and then returns a few minutes later to commit the same offence again.He enters the lane from the west end of Cloister Rd. He leaves the lane and heads west down Cloister Rd. Does he live in Cloister Rd or a nearby street?This comes after another very similar incident in the same area on 24 September. Numerous other similar incidents have been occurring for years.Police have been made aware of the matter. Anyone with information should contact the police and quote BCA-5441-17-IR.The long suffering residents of Cecil Rd have spent thousands of pounds and many hundreds of hours cleaning up the lane after this criminal and others. It’s very important that an enduring conviction is secured. We fully intend to proceed with civil claims as well.

Heard that people have been sweeping up leaves in the streets and as they don't want them in their bins dumping them somewhere.

In the last few days another dumped load of leaves has appeared behind 31 Cecil rd.  Currently that area is out of my CCTV range.The Cloister Rd fly-tipper remains at large... for now. Recently, I caught a smartly dressed woman on my home CCTV chucking her household bin bags out of her 67 plate mercedes onto our residential street. I just don't understand the ignorance of some people. If you can afford a flashy motor, surely you can afford ££ for the council collection! Happened nearby North Acton playing fields, the dumping ground for lazy tight tw*ts.

If they are grass clippings then they aren't very new.  Why does he think that everyone else should pay to dispose of his waste?  Or is he a jobbing gardener who thinks he shouldn't have to pay for commercial waste?The council usually has subsidised composters for sale on their website.  You can also build your own.  This is a good reason to have gates on the alley ways.

You're nicked sunshine (bump!).  Incidentally, does anyone know what to do where a similar lane behind houses which is privately owned is used as a dumping ground?  The Council want nothing to do with it, and it is becoming a real problem.

He is dumping garden waste in order to avoid having to pay the Council to take it away.

I couldn't work out what he was dumping - is it grass clippings?  Grass clippings seemed most logical but it looked very fine and the colour I thought was more like sawdust or sand.
