CPZ shared parking petition

The Council rejected the petition last night, which wasn't a surprise as it's difficult to change the minds of people who lack the capacity to think for themselves.The Labour position is that car owners in Chiswick, Acton and Ealing - being the more affluent areas of the borough - are the prime targets for revenue raising through higher permit charges. We've all got to trade in our cars for more environmentally friendly ones apparently. Not sure when that became the remit of any Council....

I'm not suggesting that this should be parking meters for commuters but one of the reasons that people won't change to electric cars is because there aren't enough charging points.  We need to encourage the change to electric cars and cycles and the use of car clubs not make it more difficult.  There are too many cars sitting in street car parks, we have the smallest homes in Europe so have little space for cycles, and too many cars travel around London with only one person in them.

The reason the petition was worded as it was is because I wanted to raise awareness of the issues. 2861 people signed the petition, which gives some indication that all is not agreed.The mischief here is that once again the Labour run council want to sneak something in without letting anyone know. They failed to campaign on this in the elections in May, despite having it in contemplation to introduce it as soon as possible.It is purely a scheme to raise revenue - £500,000 from CPZ permit holders. There is no empirical evidence produced in their Strategy to support their assertion that increasing permit charges will make people change their driving habits. It's all speculation.Contrast it with Brent, where a similar scheme has been introduced, but only after extensive consultation with residents to see what they wanted. And that scheme was introduced without the express intention to raise revenue, unlike the Ealing one.That's what this council should be doing, but as with many things - libraries, Warren Farm, road restrictions - the information only emerges after the fact.The petition is going for debate at the full council meeting tomorrow evening. I don't anticipate that the car-haters on the Labour benches will do anything other than ignore it, but what it has done is raise awareness of the issue ahead of the statutory consultation that will have to be carried out before the scheme can be legally implemented.

Philippa, do you really want to encourage people to drive along the M/A40/M/A4 into Ealing and park, when there will be an excellent super fast train service built at our expense to stop this happening.  Think of the pollutants, let's wait until we have at least 50% electric vehicles before we even think of this.

These are two separate issues and should be on separate petitions.  Shared parking bays came in through the back door two years ago Order 4114 I think.  Increased charges is contained in the Transport Strategy passed by Cabinet last month. They do have one thing in common.  Whilst residents' charges are based on location and emissions ratings, out of borough vehicles will only be charged for the time being at a specific location.  The ward councillors were mostly unaware of this inequality and this is one battle that could be won. There is very little chance that the battle over increased charges for residents will be won as the increase in revenue, little as it is, is considered by Cabinet worth doing. The battle which could be won is "Shared Parking" . The 2018 Transport Strategy (Transport Strategy 2.2 et al) heavily encourages residents not to use a car. By encouraging out of borough commuters to drive into and park in Ealing goes against all the reasons given in the latest Strategy and almost all Labour strategies since about 2000.  See the Strategy for their reasons given for non use of car and use this to push them back. Apart from parking problems, the Main King Street Post Office is closing on the 24th October, leaving Acton with no main post office.

We now have 1050 signatures. Another 450 will see the matter go back to the council for debate. They told no-one about these plans during the election, so it was never a matter voters could comment on.This affects everyone with a car in a CPZ. It won't do anything to help parking issues and it won't improve air quality or reduce congestion.

The Council are not interested in what's best for residents of any part of the borough, save for perhaps Mr Bell's ward. It's not so rosy in South Ealing and Northfields where roads are in a terrible state, streets are rarely cleaned and shops are closing at an alarming rate. We had to campaign to save Northfields library three or four years ago.Even Ealing Broadway is blighted by ugly development and a stagnating local economy. The Council wants to close the central library and replace it with one 60% smaller, yet claim this would be a good deal for the people of Ealing!The petition, which I would urge everyone to sign, is aimed at showing the Council that many people in the Borough have had enough of the nonsense peddled by the current administration. The problem is that our local Labour Councillors do little to support the true needs of Acton.. They think we Actonians need more flats in tower blocks. I can't see how this can help encourage inward investment in our high street..

Personally, I feel Ealing Council is making it more and more difficult and challenging for the residents of Acton to live here.  We have no shops of actual need and use (I was talking to a shop worker who said they couldn't believe Churchfield Road was a walk away from the High Street - as if they were in totally different areas), on the High Street, and parking is being made more and more difficult, yet costs more and more!  I honestly don't understand the apparent apathy Ealing has toward Acton - there is zero investment here, bar more and more flats being built, yet nowhere for these new incoming residents to shop or park.  Yes, I know we have Churchfield Road, but that does not make a High Street for an area you are investing in property-wise.  There needs to be the shops that there are in the likes of Ealing, Hammersmith, Chiswick, etc.  Otherwise - could we not do a EalingBrexit, and have our own council here in Acton to (hopefully) do what is best in our interests - as Ealing clearly doesn't seem to care.  And it shows.  You only have to walk up Acton High Street, and you wouldn't think it was in the same borough to Ealing and their High Street.

CANFORUM will be attending the overview & scrutiny committee this evening where the new Transport policy has been called in by Conservatives & Lib Dems. We have been invited to speak on what will happen around Acton Main Line station if the strategy is implemented. We will update you but you can always check the CANFORUM website. More than 1346 objections have been received when our our FOI was answered the other day.
