Huge Fine for Rogue Acton Landlord
I AM ECSTATIC AT THE COURT RULING! Morteza Dehghan Nayeri is not only a rogue landlord he is also an utter monster and an evil man. As the newly appointed Turnham Green Councillor Joanna Biddolph has said, all my hard work was worth it although very painful. It was next door neighbour who first reported him to the Hounslow Council Planning Department for converting the house and garage into self contained studios and building an extension without planning permission but it was me who kept reporting him for continuing to further convert the house and build an entire new flat in the back garden after he was prosecuted, find £20,000 and ordered to serve all tenants with two months eviction notice and put the house back to its original state. He ignored Court Order because he thinks that he is above the law. He thought that he would be safe by transferring all his numerous properties into his wives and his children’s names. The Hounslow Council has told me that the house was in his wives name. Now the Taxmen should be investigating him because he has stolen lots of money from us tenants which I know that he has not reported as income. Some of us tenants have handed him rent in cash and he refused to issue receipts, telling us that we are insulting him by asking for the receipt as he is Muslim and he does not lie nor does he steal because it is against his religion. He did NOT return my deposit back when I’ve left, but, I will take him to court.For two years he has also fraudulently transferred utility bills for the whole house onto an Iraqi tenants name telling that his identity was stolen and the Police cannot do anything about it then forced him to continue paying the bills. I am in no doubt that he has declared those families’ rent as expense and not as income. After family returned back to Iraq he continued blaming tenant for unpaid bills for further two years forcing the utility companies to write off nearly five thousand pounds. I was his tenant at that address for four and a half years and as a result of me reporting him to the Council he has made my life a living hell, but I was determined to have this fraudster prosecuted at any cost. Hounslow Planning Enforcement Department asked me for a witness statement to use in Court hearing which I happily provided. Plus I contacted the Housing Department with numerous photographic evidences of serious disrepair and as a result after several inspections he was ordered to do repairs and was then HMO licensed whilst being investigated which he somehow managed to remove but were again re-licensed after I’ve reported him. Above all I wanted to stop him from making life a hell for future tenants who did not have the same courage to challenge him for all the evil he was doing.He would send his workers and alcoholic and drug addict tenants and their relatives (who were not even supposed to be living in the house) to do his dirty work and attack me, threaten me and regularly intimidate me. He even admitted it in front of Hounslow Housing Officer Ms Liz La Plant but she screamed that she was not interested to hear it. She said that she was there to license the property. There was no other tenant who would have done anything about serious disrepair as they all have had a vested interest to keep shtum because most of them were either: claiming housing benefits and working for the landlord. One Iranian tenant was claiming all benefits and child Tax Credits but he is not even legal in UK. Another Iranian tenant obtained six months housing benefit after I moved into the flat and the Council was chasing me for the money claiming that he is living with me. Both men are still working for the landlord and using the address for their correspondence. Debt collectors were turning up at all sorts of hours. subletting their place whilst claiming housing benefits with full landlords knowledge using the place for prostitution, illegal immigrants and fraudulent activities Landlord also runs residential and commercial refurbishment property business from the back of the house which he was ordered by the Council to stop, using Afganistanie and Asian men (from some colleges) as free labour calling them ‘apprentices’. These men carry out unsupervised all building work and electrical installations with hardly any training and as a result we the tenants were often left for days on end with no electricity, heating and hot water. The boiler for the whole building was fitted in the flat where a family with two small babies were living exploded twice within two months. I was once left for three days and nights with no power in my flat and he just ignored all my calls. In the end I called an emergency electrician and had to pay him. Rats’ infestation was frightening. We the tenants had to pay pest controllers visits. Joanna Biddolph a journalist and local resident and recently elected Turnham Green Councillor was the only person who took interest in the issue and assisted me in making sure that Planning Enforcement Department fully investigates him and subsequently prosecute him. Our previous Councillors Samantha Davies and her partner Councillor Lee could not give a damn. Local residents’ association team based in the same road told us that it has nothing to do with them and they don’t want to be involved. They even excluded me and Joanna Biddolph from the meetings for that reason and did not want us to attend. Morteza Dehgan Nayeri has vast amount of residential properties across London, some of which are HMO licensed and I am in no doubt that he has done the same conversions and built extensions elsewhere is his other properties.He used the Acton Town house for his correspondence and when one of his companies collapsed earlier on last year the debt collectors were pounding on the door at 6am and at the bank I was interrogated when I went to pay my rent.Sadly. Morteza Dehghan Nayeri is not the only one in that area who is in breach of Planning department. I am aware of several other owners who have built entire houses in their back garden.Just at the back of 2 The Ridgeway the house owners have converted their tiny garage into residential property renting it out to foreign tenants who don’t know British legal system. For a year a Middle Eastern family of five lived in it. After the Planning Enforcement investigation they just changed the tenants and continued renting it out. Newly appointed Councillor Joanna Biddolph is an excellent choice as a Councillor and I have trust in her that she will be the one fighting the rogue landlords in her Word. I urge all the tenants to fight monster landlords, report them to the Council’s Housing Departments and not to put up living in terrible conditions. Together we can make change.
