Council tax rises for owners of empty properties

Perhaps I’m missing something but I hope this means that owners of empty commercial properties such as Beechworth house (the one covered by the large tree mural with shops underneath which were vacated about a year ago) and 808 London (disused club under railway bridge) will be faced with huge bills or fines.

What about for Councils who have empty properties and aren't turning them around fast enough?

Beechwood properties has been mostly derelict as long as I have lived in Acton. From time to time I've asked whether the Council would consider a compulsory purchase of the site as land is in such short supply? I'm told the freeholders are a long established London property company who have deep pockets and an aggressive response to any enquiries. They h may react differently to increased charges.
