I spotted this as well, the Kick Start programme is essentially Govt money for developers to build out schemes which have stalled because of the credit crunch. Schemes have to meet set green standards and various other criteria. I think the money is repaid either through conversion to Social Housing Grant or by sales. During the last property crash there was a similar scheme called the Housing Market Package which rescued the likes of Barratts but left Housing Associations with a lot of unsuitable homes, some of which are now being demolished. Hopefully this scheme will work better. Counter intuitive given the construction industry's historic support for the tories........
