Siobhan, the advice you received from Ealing Council is correct if there is a parking bay across the driveway entrance. If so, I hope that Ealing will paint a white line next to the dropped kerb to alert drivers to it. Although there is a risk of other residents blocking the driveway, it does mean that the driveway owner or his/her visitors can park there legally with the appropriate permit during controlled hours.If, however, there is a yellow line across the driveway, then nobody can legally park there during the controlled hours of the CPZ, not even the owner (unless unloading etc.).In answer to Chris's point, my understanding is that enforcement of parking that blocks a driveway will only be done if (a) the driveway owner has already registered with the council, and (b) the owner phones the council to report a blocking vehicle. Without the phone call, the council will assume that any vehicle there is parked with the driveway owner's consent.
