planning permission

How long can a building/change to building be built before planning permission is waved? Just to be clear I have not built anything without planning permission but a neighbour has so would just like to know what the time frame is before I talk to the council. Thank you in advance.

It depends on the council - Ealing Council is 4 years.

It's currently four years under the Town and Country Planning Act 1990 but keep an eye on the Localism Bill going through Parliament.
