What do we pay our Council Tax for?

I understood it covered services like refuse collection, but the management company of my block of flats is charging £20,000.00 for refuse removal this year. Am I paying twice for the same service or do the coucil not collect rubbish from flats ?

Provision for refuse/recycling is agreed at planning permission. Domestic waste is collected free of charge but if euro bins are used there will be hire/cleaning costs. Access for bin waggons must be available.I would ask to see a breakdown of these estimated costs and copies of invoices for the previous year. I suspect they are charging for labour handling of refuse prior to collection (moving it within the estate)and perhaps for some reason they are not using LBE to remove the waste?. Are the management company allocating the costs properly across the estate so you are paying a fair shareIf the management company will not deal with you directly you should ask A2 Dominion to obtain the information. £20k seems a very high estimate and needs to be justified. Thanks Iain. Since our service charges cover the staff salaries, I had assumed they were not charging labour handling, but I will try to check it out. Probably easier said than done!
