Shoe's over phone wires (or electric wires) are a majority of the time to do with gangs as was said earlier. I have seen some streets that have 2 pairs of trainers/shoes above them on two wires next to each other as if it was the border between gangs.I remember when I was younger being in Ipswish with my dad, and to the East of town i remember one of the roads have a good 5-10 pairs hanging over the wires (just found on Google Maps, and there is a pair hanging there in the street view http://alturl.com/r8d6y)
