Hello all,I am involved from both the management and owner's perspective of several flats in blocks in the area, and such occurences are a perennial problem. The responsibility for the collection of the refuse will be Ealing Council's. However, the refuse collectors will only collect the rubbish from the bins if they have free access to wheel them out unencumbered, and attach them to their truck for emptying. If a resident leaves a couple of bags on the floor in front of the bins, the collectors will not pick up the bags, and so will not empty the bins as their access is 'blocked.' Consequently, the tenants dump more bags during the week on the floor as the unemptied bins are full. As a result, if only one collection is refused by the council, a very large, fox-foraged mountain builds up. One can not simply report the mess to the council as they will class it as fly-tipping on private land and request payment in advance, but only after having visited to quote for removal. As you can imagine, this is impractically slow. The upshot is that the managing agent of the block has to pay private contractors to remove the rubbish. In one block I am involved with, this is an on-going weekly process costing £1000's per annum. The causes are multiple: sometimes lazy tenants, sometimes job-worthy refuse collectors, sometimes illicit fly tippers dump in front of the bins. If it is happening near you, then the proper course of action is to contact the block's managing agent. Their details are usually displayed near the front-door(s) of the block. Some agents are good, some aren't - good luck, and here's to a clean environment.
