Ethan, if your address does not enable you to have a residents parking permit, it is quite possible that you will be prohibited from buying residents visitor parking vouchers as well, and certainly wont be able to buy these on line. If you are up for it you can try going to Ealing Town Hall (Perivale House) with a bill not less than 3 months old in your name showing your address, and try your luck at buying some vouchers. The minimim purchase is 10 vouchers for £6. The maximum spend in one go is £50. I think. Each voucher enables you to park in "your CPZ" area for one hour. So you can post 2 on your dashboard if you are out all day to cover the morning and afternoon restricted hours.In reality, you are in a new building that is unlikely to be listed in a CPZ zone (look at your local street signs for the name of your local / nearest zone, will be one or two letters, or a letter and a number). In practice it seems a bit unfair that, as a resident, you can't have any visitors who come for the day by car, so press this point with them?You could also ask them if there is a paybyphone method for visitors. I think there might be, but I dont know the proceedure or company that runs this.More than likely Ealing Council will turn you down, but if you want to try to take it further with them, you can ask what the proceedure is. All in all this probably wont get you anywhere, but at least you can verify you have tried if/when you speak to the company that sold you your flat.
