CCA Meeting, att Sara

SaraCould you post details of the open meeting for Wednesday 21st Nov, at St Mary's Church Hall.There is a`question that some residents would like to put to Julian Bell, which is as follows:(1)  Why is the council doing nothing to combat the PM 10 levels on and around Horn Ln?(2)  What do the council propose to do to resolve the problem of high PM 10 levels in the area?(3)  Why are council officials reluctant to give ref Nos when a complaint is made and, why do the avoid the issue?The rest we play by ear, even if it means an ambush.

As I understood it, the primary responsibility for regulating the industrial sites on Horn Lane lay with the Environment Agency rather than Ealing Council. In the past there have been marked improvements in the performance at the Horn Lane sensor after the agency has got "heavy" with the companies. Earlier in the year the Clean Air Fund activities run by TfL were getting involved on the use of "dust glue" at waste transfer sites. Horn Lane was supposed to have been one of the sites. I don't know whether this was successful or whether it is still continuing.Faber Maunsell acted as consultants for Ealing some years ago to investigate the site and the King's College ERG group also did a report.http://www.whatdotheyknow.com/request/49457/response/124586/attach/2/Providing%20information%20EIR.docMy recollection is that the Environment Agency imposed tougher consent conditions on Gowing and Pursey (? last year) possibly influenced by Angie Bray organising a Westminster Hall debate on the topic.

Taken from Ealing Council's Environmental Health website - so if EH consider it to be 'statutory nuisance' they have the powers to deal with it, presumably that means stopping whatever pollution is causing the problem.  Cllr. Bell needs to be briefed by his EH Director on what his department is going about the problem - BEFORE this meeting.  Not a fob off please Cllr.
