Why do residents and the council disagree so often?

Would it be best if councillors are selected from the great and the good or career politicians?

You've got to really want to do it. Being a councillor is terribly hard, largely tedious, work for ungrateful and demanding people.Can't quite see why anyone wants to do it except as a stepping stone to national politics.Rather like being a member of a Health trust - all grief and little reward.
