Hanson Cement Plant at it again

I have emailed Ealing Planning and asked them to kindly explain what a "Screening Opinion" is/entails.Another loophole to try and worm through???

What is a screening opinion? Before submitting a planning application, potential applicants can apply for an opinion on whether a development should be subject to Environmental Impact Assessment. This is called a screening opinion. Requests should be made in writing and be accompanied by: •a plan sufficient to identify the land •a brief description of the proposed development's nature, purpose and possible effects upon the environment •any information or representation from the developer. Applicants have the right to appeal to the Secretary of State for a Screening Direction to determine whether an assessment is necessary. Screening criteria is set out in the The Town and Country Planning (Environmental Impact Assessment) Regulations 2011. It is based upon a proposed development's characteristics, location and potential impacts. Applicants can also seek advice on the content of the Environmental Statement by requesting a scoping opinion.

Thanks Ellie.I just hope that everything is denied them.  We have enough pollution and other harmful agents in the area, without more being added to our misery.  The impact on the environment would be catastrophic if they get planning permission.  Health comes first, not greedy polluters.

People should definitely contact the case officer to express their concerns and also the Secretary of State for the Environment as he can specify what is to be done in specific development cases I believe (Let the Ealing Planning case officer know you've written to the Secretary of State).  Now Owen Paterson obviously has his plate full (no pun intended!) with the Horse Meat scandal right now and the cynic in me wonders if Hansons have put this application in at this time to take advantage of this.I think the main focus of our objections needs to be the regular PM10 air quality breaches at the nearby monitoring stations.  I don't think visual/noise/traffic impact will have nearly as big a sway as the Air Quality issue.

The planning application is now on line, with a section to object to Hanson proposal/development etc.This is my objection.I strongly oppose any development by Hanson, on the grounds of health issues and pollution from the site.  The pollution levels of PM 10s, are still above legal limits along with other pollution issues caused by the Horn Lane Industrial Site.  There is a children's nursery which backs on to Hansons.  Any further development within a residential area, is a potential health hazard.In the past Hanson's have developed/expanded without permission and, have got away with it.  Several times they have applied for planning and, have been turned down.  Please let this be the case this time.  After all, health comes first.There should also be a FULL consultation with ALL residents, from the A 40 up to and including Friars Way, Goldsmiths Ave and, as far down as Acacia Ave off Horn Lane.  All HEALTH ISSUES from pollution should be listed, such as respiratory and cardiovascular diseases.

Hmmmm, have no idea, I'm STILL waiting to hear from Planning from my email of 11/2/13 sent via the Council website:- "Please advise asap what a "Screening Opinion" application is? I have never heard of this and am available by telephone if preferred. Many thanks."Seems that's obsolete now anyway!!!

Something is very odd.  Not that I'm implying anything (not much.)  I'm always suspicious of anything that has been delegated.  Time our councillors swung into action, that is, if they haven't run away or, doing their usual ostrich act.

I'm sorry I'm too late, but I came across a similar situation yesterday when looking at an (old) planning application for a woodchip biomass combined heat and power plant installed at the Sky studios at Osterley (Hounslow).Sky initially asked Hounslow for a scoping opinion as to whether it was necessary to do a full Environmental Impact Assessment for their development and argued that it was small and didn't obviously fit in with the specified requirements under Schedule 2 of the appropriate regulations.Hounslow wrote back saying that they did need one for a couple of reasons , one of which was :Under "Schedule 3 (1(e)) pollution and nuisances,it was considered by the London Borough ofHounslow, that the development would be likely to have significant effects on theenvironment, particularly on air quality."The documents can be found on the Hounslow "search planning applications" site under the reference 00558/A/P35The 234Mb Environmental Statement is the third one up from the bottom on the list of 13 documents associated with the application and the scoping stuff is on pages 2-4 (of 216).Interestingly, it was Ealing rather than Hounslow that raised objections and commented on the air quality problems of the plant (subsequently withdrawn)
