Spot the pot - what happened?

I seem to remember that Acton was supposed to have 21 decorative pots scattered along the High Street.I only counted a few - any ideas what happened the rest?Don't let this question drive you potty!

Weren't only about eight ever actually commissioned? I've only seen a couple too. Did the artist not deliver or what?
