Unsafe scooter/moped

Last night I witnessed a moped/scooter scream up Shakespeare road it missed a parked car by inches; play chicken with an oncoming (right if way) vehicle and then illegally turn left into Myrtle before speeding at a ridiculous speed down to Chruchfield. P plated; but clearly an experienced rider as they were standing(!) at times on  new looking vesper which was grey/dark silver. The driver was wearing a black helmet and I am relatively sure they also wearing a form of knitted kit underneath which given the warmer weather was rather concerning.I could get any of the registration plate details; but did see that an oncoming Land-rover in Myrtle basically had the rider stopped and I am hoping they got the details to report.Can someone let me know how I report this to the community police?
