No idea Maria, sorry.Which is the Estate's "Stock In Trade."With only one true entrance, and surrounded on all sides, we are always asked when lodging a Complaint "Who/where is the noise coming from?" and of course it is often difficult to say with certainty. Particularly, as you say, who wants to go on walkies at 1:00 am or later to verify?The Noise Nuisance Team always puts the onus on the Complainant and now they want to come round and hear the noise from within your home to establish it is a bona fide complaint before they will act. So you have to sit up another hour or more waiting to see them, instead of being able to make a Complaint about a SO obvious noise nuisance and then retire to your back room, or use ear plugs or whatever whilst it should be just sorted out.As it would have been in the common sense "olden days".But you must realise that the Perpetrator has rights.You couldn't make it up.
