As the so-called "Parking Fines" are not imposed for breach of any Road Traffic legislation on the public roads, they can be at best only claims for damages.Is Morrisons suggesting that because, whilst having a meal in their café and then doing their shopping, someone inadvertently overstayed by 15 or 20 minutes, they have for instance caused delivery vehicles to be turned away or caused traffic problems, etc (and often the car-park may be half empty at night) - if not, what damages are they claiming?
