I would be surprised if you would be affected by the Crossrail works as problems are usually tied to an individual local transformer, there are some around the playing fields. There is a main switching station alongside Leamington Park, with mainly old paper and shellac insulated feeders which suffer from water intrusion at the joints connecting to the local transformers. Modern plastic insulated cables are much more flexible and robust, but replacement is very expensive. There were intermittent shorts between phases in the cable supplying my area and it took over a year before the problem was sorted, by which time they had also been forced to replace the transformer.
