Has anyone tried using the "ringo" based method of getting residents visitors permits?

I have builders at the moment and have run out of the scratch card visitors permits for them. About a week ago I applied online for another book but still haven't received them. In desperation I tried the Visitor Park By Phone system but I just can't get past the registration section. It asks for a valid current resident permit number or a council tax account number but when I put either of these in it goes to a screen asking for further documentation"You must demonstrate that you live at the eligible address. You can do this by entering a valid Resident Permit number or Council Tax account number. If you do not have a Resident Permit or Council Tax account you can upload one of the following documents (If you are unable to upload the documents, select the submit proofs by post tick box to view the address to send the documents to)."I'm assuming that if I do the above, it will then take 5 days or so to be approved etc. I can't understand why putting in my resident permit number or council tax account number doesn't work. It looks as though I'm going to have to beg one of my neighbours to let me have some of their scratch cards tomorrow (difficult as the builders bring 3 vans and are there for both hours morning and evening)Has anyone else managed to get past this? Just wondering why the wretched council have set up such an impossible to use system? Also, I see they no longer let you turn up and buy them in person at Perceval House on the same day
