It's a simple parking PCN, yet you manage to generate an official complaint, intervention by a councillor, police attendance following a 999 call, and you haven't even had a response to your representation yet.I have had some experience in helping others to appeal against Ealing PCNs. While you raise a number of interesting issues, it's not clear (a) what the alleged contravention was stated to be on the PCN, and (b) what your grounds of appeal are. If you could explain that, it would be easier to see whether an appeal to PATAS would be likely to succeed.Regarding some of the points you raise:"my vehicle was not parked on any yellow lines" - that's only relevant if the PCN implied that you were on a yellow line."the enforcement officer was not in full standard uniform" - what was missing? "But doesn't consider evidence for a PCN !" - I'm sure she considers relevant evidence; perhaps she didn't think your photos were relevant to the particular contravention (what was the code number?)."even Barry Francis [Assitant Director, Ealing] does not wish to answer questions raised about 2 employees not answering specific questions about the difference of ON and BY double yellows" - Is this some obscure query about whether the wheels were actually on the line? Otherwise I'm not sure how it is relevant since you said you weren't on a yellow line. If the two employees were CEOs, then they are certainly not required to answer any such questions from members of the public. Not part of their job.When did you submit the representation following receipt of the Notice to Owner? Ealing have 56 days to respond.
