Reporting Flytipping

I have struggled to report to Ealing Council that I have observed a van dumping kitchen cabinets and other waste in the lane behind our houses.The Ealing website will only offers a “Report-it” link. When I select the lane between the houses, it says “private land” & says go away. Does this mean that Ealing has no interest in recording where the flytipping is occurring or more importantly WHO is do it? So, the driver was free to drop it load elsewhere with immunity.I had seen this driver unloading for approx. 5 mins by the time I reached the lane and had photographed the front of the van. When confronted, he claimed to be looking for scrap metal in the previously flytipped rubbish. He admitted unloading some of the cabinets from his van (that was lightly loaded) and claimed to putting them back on.Afterwards, I rang Met Police on 101. The driver parked around the corner and returned. He spoke to the 101 operator to confirm his name & address which matched the vehicle registration. He claimed to have taken back on any cabinets that he had offloaded. The police operator said there was nothing they could do at that time although they did call back later to complete the crime report.Subsequent checks in the lane show kitchen cabinet components that matched the contents of his van and much more waste that was present on the previous evening. So, he was either second dumper in 14 hours or dumped a lot more. I had seen him unloading for nearly 5 minutes but he reloaded for 1 minute.Are Ealing Council interested? Are they able to follow up on this and prosecute and possibly link him to other cases of flytipping?
